The Bellwether Laboratory is a radioisotope manufacturing facility being developed in Philadelphia, Pennsylvania, US, by TerraPower Isotopes (TPI), a subsidiary of nuclear innovation company TerraPower.

TPI is committing $450m to the project, which will support the production of actinium‑225 (Ac‑225), an alpha-emitting radionuclide used in the research and development (R&D) of cancer‑treating medicines.

The project was announced in March 2026, and the groundbreaking ceremony was held in May of the same year. The facility is scheduled to commence operations in 2029.

The project is set to generate around 500 construction roles and at least 225 full‑time positions within Pennsylvania’s life sciences sector.

Location

TPI’s Bellwether Laboratory is being developed within the Bellwether District, a 1,300‑acre (526-hectare) commercial redevelopment project in south and south-west Philadelphia.

The Bellwether District is being developed by real estate investment company HRP Group in collaboration with Orchestra Life Sciences. It involves the transformation of the former Philadelphia Energy Solutions refinery into a centre for economic activity, advanced manufacturing and innovation.

The site is located less than three miles (4.82km) from the Center City neighbourhood, Philadelphia International Airport, Interstate 95 and Interstate 76, and within five miles of PhilaPort, with direct access to existing rail and maritime infrastructure.

Prior to selecting this location, TPI conducted a detailed site selection process, reviewing more than 350 potential sites across the US and undertaking 49 site visits across eight metropolitan areas.

Philadelphia stood out as the preferred location, underpinned by a well-established life sciences presence, leading healthcare expertise, access to skilled professionals and renowned universities, and strong backing from both municipal and state authorities.

The initiative has been coordinated by Governor Shapiro’s BusinessPA team, a group of economic development specialists that provides tailored support, fosters strategic partnerships and facilitates access to financial resources for businesses operating in Pennsylvania.

TerraPower Bellwether Laboratory details

The Bellwether Laboratory is being developed within a 250,000ft² (23,226m2) build‑to‑suit facility leased at the Bellwether District in April 2026.

The current Good Manufacturing Practice-compliant facility will use established development processes to manufacture Ac‑225 with reduced isotopic impurities for use in the development of cancer therapies.

The new facility, along with expanding production capacity at TPI’s laboratory in Everett, will increase the company’s Ac‑225 production capacity by 20 times.

Actinium‑225 is an alpha‑emitting radionuclide under investigation in targeted alpha therapy research in oncology. It can be linked to carrier molecules intended to deliver Ac‑225 selectively to tumour sites to destroy cancerous tissue while limiting exposure to surrounding healthy cells.

Financing

The Commonwealth of Pennsylvania is providing $10m in support for the Bellwether Laboratory project.

TPI has received a funding proposal from the Department of Community and Economic Development comprising a $7m grant through the Pennsylvania Strategic Investments to Enhance Sites programme and a $3m Pennsylvania First grant.

The company is also eligible to apply for the Manufacturing Tax Credit programme and the Qualified Manufacturing and Innovation Reinvestment Deduction programme, which may deliver substantial tax advantages.

As the Bellwether District is located within a Keystone Opportunity Zone with a term extending to 2043, TPI is also expected to benefit from the associated additional tax incentives.

Contractors involved

Gilbane, a construction company, was contracted to oversee the preconstruction phase and deliver the construction of the project’s core-and-shell building.

Commercial real estate services provider JLL supported TPI in leasing the facility in the Bellwether District.

Marketing commentary on TerraPower Isotopes

TPI applies nuclear science to address global challenges, with a focus on supporting the development of targeted alpha therapies. It has been engaged in efforts to increase Ac‑225 supply since 2018. Founded by Bill Gates, the company aims to expand worldwide access to Ac‑225 by producing advanced radioisotope generators designed to enable the efficient and automated extraction of rare isotopes for use in pharmaceutical R&D, especially oncology.
